Universal Credit – Local Support Services Framework

The Department for Work and Pensions has consulted on a framework for providing support, at local level, to people as they make the transition from the current benefit system to Universal Credit. In particular, some claimants are likely to need support with understanding the new system, making claims online and managing their monthly payments. It is proposed that DWP and local authorities should identify and commission local delivery partnerships to provide these services.
ANEC's response welcomes the recognition that local authorities have a key role in supporting claimants, and Universal Credit implementation, at local level. It points out that much greater clarity is needed about the funding arrangements, and cautions against over-estimating the extent to which claimants can use the internet to make their claims - and under-estimating the potential demand on advice services.
