Local Government Boundary Commission: Striking the Right Balance: A consultation on policy and proce

This consultation sought views on the proposal to introduce a fast-track approach to some electoral reviews. It also outlined to councils what they can expect from the Commission if they wish to change the number of councillors.

ANEC offered general support for these proposals, noting that it is helpful for local authorities and stakeholders to have a clear understanding of the principles by which electoral reviews are conducted.

Key principles for ANEC included localism, proportionality and avoiding pre-determined views of the outcome of a review. ANEC supported the approach that consideration of council size should start from an analysis of what the local authority requires in order to meet its responsibilities and to reflect its individual circumstances, and not from any national formula or mathematical criteria.
